It is now required by law that a Certified Lead Dust Sampling Technician evaluate rental properties to ensure that proper lead dust cleaning procedures have been followed and to certify that the residence is lead-safe. Our inspectors are certified to perform visual and dust wipe testing and provide Lead-Safe Certificates for rental properties, in accordance with New Jersey’s Lead-Based Paint Inspection Law (P.L.2021, c.182, proposed as N.J.A.C. 5:28A) that went into effect on July 22, 2022:

  • All single-family, two-family, and multiple RENTAL dwellings built before 1978 must be inspected for lead paint by the property owner, with few exceptions.
  • Requires property owners to continually re-certify their units as Lead-Safe at either turnover or every three years (whichever comes first) and Lead-Safe Certificates are only valid for 2 years.
  • The inspection (visual and/or dust wipe) can only be done by a municipal local agency inspection program or a NJ DCA certified Lead Evaluation contractor.

We can also provide Lead-Safe evaluations and certificates for any home owner, buyer or seller. This is especially important after renovating or remodeling homes built before 1978. Renovation activities that disturb lead-based paint can create dangerous lead paint dust. The purpose of lead dust clearance testing is to determine if the area is safe for re-occupancy.

Lead is particularly dangerous to children because their growing bodies absorb more lead than adults do, and their brains and nervous systems are more sensitive to the damaging effects of lead. Babies and young children can also be more highly exposed to lead because they often put their hands and other objects into their mouths that can have lead or lead dust on them.
